BT Broadband speed

I am struggling to understand how BT broadband speeds are controlled and set. Using ZDNets tool I seem to be getting speeds that vary all the way from 0.5Mb up to 4.5Mb. One of the things I have been keeping an eye on is the Line rate as declared on my Voyager 2500v modem/router. When I first power on it gets set to a number arround 6Mb which roughly fits with the maximum BT says I should get.
It will then stay at this number throughout the day and my performance will be good typically 2.5Mb to 4.0Mb as measured with the ZDNet tool. Sometime in the late evening the router speed seems to get reset, always to a lower number for the last two days it was moved down to arround 3.5Mb and the performance during the day was 1.8Mb to 2.6Mb. Tonight it has been adjusted down again to 1.5Mb and I am getting an actual performance of only 1.1MB. The router adjustment never seems to go up and I am almost certain if I power it off and restart it will set back to the high number with comperable good performance restored. I have checked the error rates in the log of my router and it is a solid zero which says to me that there is no justifiable reason to turn my broadband speed down. What gives here? What is the process for the router being reset? Is BT deliberately restricting my service, if so how can I stop it? Appreciate and thanks for any thoughts.
