Text reader for mobile phone

I am trying to identify a suitable mobile phone which has the capability of reading text messgaes to a person who is visually impaired.

I am told that the Nokia 6500 may be suitable.

Can anyone advise me if this is a built in facility - or must I download third party software.
Any advice would be gratefull received.
