The Carphone Warehouse is to set up as the UK's second virtual mobile network operator.

Launching on December 6, Value Telecom will operate on the One 2 One network. Unlike Virgin's joint venture with One 2 One, launched last month as a virtual operator, Carphone Warehouse is buying network access wholesale.
