Microsoft has made this promise in the past, yet they have failed to make it simple enough for users to comprehend what they need to buy in order to stay legal. Hopefully this time they actually follow through. It's been brought up that Microsoft has purposely not fixed the licensing programs because keeping it as-is encourages companies to overpay for licensing.
