I share my Internet access with other FON users. In return I can piggyback on other FON users systems worldwide. This service is free, apart from the one-off cost of the FON access point. FON users generally use my Internet access during the day when I am not online and I have no download limit so sharing is no problem.

ISPs shouldn't expect the law alone to protect them. they can collaborate with equipment manufacturers to ensure its not so easy for culprits, for example all BT routers (the latest ones) have a code which you must enter to connect your computer.
Like BT, other ISPs should invest in equipment that protects their income stream.
