Story: Learn virus writing skills in Canada

There is really nothing I've ever wanted to do more than writing viruses and computer programs, although I've never had the opportunity to try before. As I do not live in Canada, there is a bit of a problem regarding this course. Also, what age are fourth year students?
Could you recommend any websites that teach you how to write algorithms? And which is better, microsoft or linux?
I'm also trying to find an anonymous remailer service online - any that you know of?
