Of course commercial senders should be subject to the clampdown.

Legislation should also cover so-called Messenger ads, to which some spam has switched from e-mail.

There needs to be an independent agency to which all violations can be reported. ISPs and software companies disclaim responsibility and are pathetically uninterested.

Mostly, however, there is need for international co-operation. Most spam seems to originate in the USA.
