Story: European Commission to punish Microsoft

Why doesnt the European Commission punish companies that makes linux distributions too? Red Hat linux, for example, includes a webbrowser in their distribution. So what is the difference between them and Microsoft?? Red Hat even includes Office applications. I can only imagine how the commission would react if Microsoft included Office in their windows releases.
