Story: PC giants 'mislead on hard drive sizes' - lawsuit
Seems like confusion to me... The discrepency is due to overhead a computer uses in formating and addressing the drive.
The percentage of overhead varies even within various microsoft or unix operating systems so it would be difficult to advertise the true capacity since you don't always know what will be installed and how the drive will be formated. (ie UNIX vs 2000 vs NT etc and on top of that how many partitions, NTFS,ufs etc) This is not a decimal vs binary issue.
