Might as well give the EU a chance first. They might surprise you given how EU goverments think about US software and politics nowedays (project Echelon wasn't the smartest move and so is Passport, Microsoft tax, WRMS and a few other things).

There's also Japan, China and South Korea and others.

More and more governments around the world are giving Open Source the advantage. It saves tax dollars and financial and legal commitments to foreign companies.

Wouldn't be surprised if the next thing will be increased liability. Certainly in regard to those commercially motivated sales persons and consultants that keep advising certain products and keep billing by the hour.
