DoCoMo's 3GSM had 0.8 million subscribers as of August 2003, right before your article was released. The figure surpassed 1M in October and now stands at 1.3M.

Probably you could have checked with each company to get more accurate data, before telling things with judgemental lines like "...only one third of that number..." which sounds like very small vs. the fact.
