Story: Windows Longhorn: more details emerge
It doesn't appear to be a copy of the OS X dock so much as a copy of the windowmaker dock, or the fluxbox slit. Both of those are convenient ways to interact with small apps more complex than a toolbar (think gkrellm), especially with autohide. It'll be interesting to see what sort of dockapps will be available for longhorn, and how easy it will be to write your own.
