Story: Are ID cards a game of blind man's bluff?

I was wondering who would be administrating this database and the input of legitmate cards/ID's on the system... Computers don't really have problems it's the people that design them, make them, maintain them and Replace them that have problems...
And what garantees are there that at some point these people won't have a problem causing them to revaluate they're honest participation in the work of keeping it accurate and secure !
The prospect of death and jail have not prevented people in the past from abusing their position and creating legitmate fakes... What about our own security services ? Could tehy not get access to the system and set up fakes that serve their purposes... I'm sure everyone has heard about things not being done that we would like by these elements in our names for our protection. Then what about foriegn security services... they may get into the system and do what they wish with or without our governments permission. I can see how a system of one card could be good but it would require a common doubt of validity of the system... ok we got you but we still need to make sure and you have no presumption of guilt or refusal of service if this system don't work... what would be the fallback position?
People are fallable... Don't care if you get the system secure and wonderful, people will still have to run it and there is the problem!
Sorry but I don't see and Ian M Banks style MINDS around to run it all for us and even then I don't think I would really like to give every thing up to a lot of computers to run things for us... they might have other prorities than I would wish for.
