BT must be rolling in it from the money they make from those exchanges!
I heard on the net at adslguide.org.uk that it would be financially viable for BT to upgrade most exchanges with only 8 registrants.
This means that BT are just being tight and lazzy about the whole issue, and straving people and businesses around the UK of a deserved and needed service.
