How is this supposed to work?

In real life protection rackets actually have the ability to protect their clients. The victim will only have to pay one gang and should be ensured safety as long as that gang stays on top. They will also handle ensuring that no other gangs mess with their payed up clients.

On the net this is not the case. No one can ever offer protection from anyone but themselves.
