Story: PayPal in dock over fraud protection

i got ripped off using ebay and was given *fake* money through ebay. I sent the item thinking that it was a legit transaction only to find that it had been refunded, which I had to pay for. plus i had already sent the item, iat a cost of £25.00, ebay banned me for not paying the listing etc...
Where was the UK fraud protection, if you are going to operate in a country then there should be protection, and how come I had to pay for the refund, from his stolen card?!!!!
paypal are idiots, now there is fraud protection, but thats just too late for me. I should get compensation!
