Government advisers know the cost of spam to industry and commerce. It is much larger than the economic benefits to the spammers (most of whom act illicitly and avoid contributing anything back to the Government by way of taxes.)

Spam wastes bandwith and personnel time - most gets blocked by some will always get through. There is little real benefit from it and the solution is to organise the Internet so it simply cannot happen.

For real, legitmiate opt-in email lists, there are plenty of solutions, such as majordomos that can be used.
