Of course it'll be free, its covered by the licence fee - which means only those in the UK can watch it. I've not heard of the story your talking about, that's too bad.
Everyone has to pay their fee, and that's the way it is Cho. If you don't like that then you can watch chinese TV, and have a berry good time :E
