Story: Real-time responses for Linux possible, but unwanted
While hard real time systems do have some practical uses, I think Linus is right. Adding hard real time constraints to the Linux kernel imposes too much on a generic operating system. This feature is better off as a patch for the very few applications that actually require the functionality, rather than being an additional requirement for all Linux kernel programming.
The existing commercial implementations of such functionality should be quite adequate for those who need the features of hard real time. The fact that such implementations aren't free is because they're more difficult to implement and debug, and no one has ever said that OSS is supposed to give everyone everything without cost.
