Story: Munich's Linux plans attract international attention
40 users isn't 14000... I think now is the best time to switch to Linux: past experience showed that switching from one Windows version to another DID entail training, software redesign, and added hardware/licence costs to these. While switching to Linux requires more training, it still gives the employee a better understanding of the tool (as he has to go deeper) thus giving him/her a better understanding in case of failure - which occur even less often. However you can't switch a complex organization like a twon's administration easily! It requires a few years. As such Munich's case is interesting as it is a concerted, documented and complex effort of migration involving users at all levels - meaning it is a first for a 'real-world' Linux.
