Story: 3G operators bullish on coverage plans

I can't help wondering how "coverage" is measured. I have a 3 phone, which has been nothing but trouble as far as coverage is concerned for ordinary calls, yet alone 3g. The number of times my phone says "Emergency only" or "No service" is beyond belief - and I only live 25 miles west of London. I travel in to London on the train, and my calls are cut off when others around me are happily speaking away on their other phones. And when you need some help, the "help desk" is appalling. What is needed is some form of standard to determine how "coverage" is measured.
