Authorities are "turning a blind eye" towards those that provide an environment in which things as this can happen.

It's something like going after the drug users but not doing anything about the drug dealers. Not even mentioning the drug makers.

As long as there's a "market" for something society as a whole doesn't agree with there will always be "users".
