Actually, there is a build-your-own Windows LiveCD (you can find the tools here: http://www.nu2.nu/pebuilder/ ), but it's a third partyproduct with no support/endorsment by microsoft, and is harder to do/copy LEGALLY that a GNU/Linux or BSD LiveCD

PS: I've never thought that I would defend Microsoft ;)
