I am an environmentalist, a member of FoE. Yea well this is a bummer, and having a technical background I can understand the pain company's must be facing, its a tough choice. I don't think they're just stalling.
All I can say is make sure the infrastructure works first, if that takes a little longer then so be it - but get it right.
