There is already an active opensource driver project for VIA chipsets: http://unichrome.sf.net which has been supplying and supporting open source drivers for the past two years for the Unichrome and Unichrome Pro chipsets.
This announcement is nothing about VIA trying to encourage open source developers. If they wanted to do that they could provide support and information to the projects in existence.
