Yes, indeed.
However, Novell are a private sector organisation, and some might say a little more motivated than most to undertake the transition.
One, this is a Public Sector organisation. The rules are a little different...
Two, this is a trial migration to establish the *objective merits* of the case. There is no axe to grind, and no reason to migrate other than to validate whether Open Source will deliver the benefits an ever growing number of users claim it does.
