Too many have been burned by software assurance, it's been a scam. The majority who have signed up for it have ended up paying more and gotten more or less nothing in return:

It appears to have been nothing but a shake down of existing customers.

Those who are actually interested in saving money on licensing or maintenance would be well advised to look into OS X or Linux.
