I was looking to something along these lines except it involved the home network and RF-ID enabled bins.

It works on the premise that when the bin man collects the bin an RF-ID tag alerts the home server to the collection, naturally the timetable is in XML and synced with the home calendar, this confirms the collection and if any items were not segregated properly the home would be billed.

In Germany they sort rubbish from each house, so all plastic types are in one box and sorted by the bin men before disposal - they best way.

There's a lot to be said for smart bins, councils could see which ones are not collected and who has stolen someone elses bin, working with Google maps ones could even locate ones bin.
