Cnet reported on the same issue;
From their article, "There is one caveat: Symantec counts only those secrutiy flaws that have been confirmed by the vendor. According to the security monitoring company Secunia, there are 19 security issues that Microsoft still has to deal with for Internet Explorer, while there are only three for Firefox."
Pretty big caveat. I cannot attest for the skill/honesty in Secunia (this is the first time I've ever heard of them), and that statement does not say the severity of the errors, however, there is definalty more to the issue than whatever Symantec reported.
