Story: EC could bring fresh charges against Microsoft
I am not an EU citizen, but I can't see the point of complaining to the EU. I really doubt they understand the issues at all.
If the citizens of the EU want to see a more competitive IT industry, the solution is largely in their own hands. Individual Governments and corporations, educational institutions can all follow the lead of Massachusetts and demand open file formats for their adminstrations. If enough of them do it, the 'soft underbelly' of the MS monopoly can be broken almost overnight. Retaining proprietary binary file formats for day to day communications just cannot be justified or defended. Period. We all know this. This isn't a hard thing to do, people!
If is is done, and the EU can bring itself to demand that MS openly publish networking protocols (without license retrictions, etc), then the battle is just about won.
