You are correct about the iris scans for this particular situation.
But do you really think that by 2009 (the proposed date for introduction of a full ID card), DNA won't be part of it? See if Ladbrookes will give you odds! Traffic wardens now carry/ have access to swab kits, somebody was jailed in Manchester the other week for spitting at a warden, DNA evidence convicted them.

You are right to raise the issues you have, but I really don't think that nobody involved in setting it all up would have "missed" the points you have raised in a an "oh dear, that one never occurred to me" scenario. I know it's the Govt. but even they do have a few bright sparks working for them.
