Let amateur radio (ham) operators give this technology a trial. Many engineers in the wireless community are or have been hams.
If you can get 1 Mbps or more in a narrow band with low power, that will be fantastic for emergency communications which is all that is left after a disaster.
I vote that it will work, but probably at somewhat higher power and with the best error correcting (Turbo or LDPC) codes.
