Diversity would ensure security, growth, innovation and jobs. Sort a like: two minds know more then one but then of a higher multitude and mixed and matched over several disciplines. Get opposing forces to come up with solutions scrutinized by all sorts of specialists in ever changing teams.

Centralizing clusters of "same minds think alike" in hierachial order within a bureacracy ensures everlasting build-in extra work for half-baked results. Which would be good news for the happy few.
