First things first. In what ways will DRM stand in contrast to already existing laws and (civil) rights?
What are the (legal) requirements of DRM to work and in what way does that relate to existing laws and (civil) rights?
What are the benefits and drawbacks of DRM (for who) and in what way do they relate to already existing technology?
How exclusive or restrictieve is DRM? Might it work anti-competitive? Could it become a burden?
How optional is DRM? Can it be easily undone without loss of rights, content, access to or whatever? What other choices do consumers and customers have and keep on having? And how well are they informed about those?
Who is responsible for fixing problems that are related to DRM? How to establish a problem exists? How to enforce problems will be fixed in (cost) effective ways?
Which (civil) rights can no (DRM related) license agreement ever take away or minimize?
Exactly when will DRM "go too far"? How to describe that? How to detect that? How to enforce it? How to enforce it quickly and effectively?
Who will benefit the most from DRM?
Who will benefit the least from DRM?
Etc, etc.

What was achieved there is recognised to be of fundamental importance to both winning the war (Churchill visited to say 'thank you' to them) and the development of the computer. Maybe Bill Gates doesn't want to support this museum because it underlines where electronic computing started i.e. here, not the U.S.
