Ofcom is certainly not doing it's job proactively nor with imagination. It should now be actively engaged with all wireless telephone service providers to decide what is a fair maximum surcharge while roaming within the EU. It must notify the EU that, as they have not proceeded then Ofcom will make suitable controls for UK providers. Regardless of network, if it operating in UK on a UK approved licence then it must have calls CAPPED at no more than DOUBLE the domestic charge rate.
Perhaps when Telefonica finally seizes O2 we will find interconnection between their networks at domestic prices.
But Ofcom, you are paid by taxpayers to carry out a service on their behalf -DO IT!!
