Story: UK Government: Fight online fraud with free iPods
This will not stop online fraud. To do that the 'IPOD' will need to be permanently connected to the computer that the citizen is using.
Cheaper and more reliable is to insist on every broadband user having a (free) firewall package, a (free) anti-virus program automatically updated and (hopefully free) anti spyware programs. Add to this a (free - PGP) program that will sign any required digital transaction.
Why pay Apple, an american company after all for security that can be arguably implemented for virtually nothing?
