I think that it is fair to give EDS a bit of a kicking for this, however, I do think that the governments (Civil Servants) should also shoulder some of the blame, after all they are the people who have to come up with the rules that EDS have to work to. If the business rules are wrong then no matter how hard EDS works, the system will be wrong!
