Story: ID card bill savaged by the Lords, again

Bit of a hobby horse, but it seems to me that the cost argument can maybe be improved by increased functionality. The ID Card could be made more useful, for example, by also coding it with proof of car insurance (and maybe also road tax, unless this could be added to fuel prices). Then add a card reader at the pumps whereby, without a valid card code, one simply cannot buy fuel.
