Yeah, I sympathise with you. I had a similar occurance with a shortcode which informed me I had over 3000 dollars in an account for answering correct questions. Next thing my operator said that I had reached the call limit, despite the credits being shown on the screen. Visited my local Car Phone Warehouse who were helpful but ineffective and also the Police station. The regulators are struggling to keep up with the pace of innovation in my humble opinion, the big bucks get one over on the small business, person in the street or grandma. Keep complaining or get a consumer helpgroup or trading standards on your side, they can be very good at complaining for you.
