I suggest that ofcom keeps right out of the voip if it concerns radio amatuers and say for example echolink.Since echolink can either be sent by broadband only without any radio HF/VHF and thus bypasses ofcom supervision. If however radio amateurs decide to go thru a radio - repeater system then it should be regulated but FREE OF CHARGE since most radio amateurs pay already for their licence and membership.
Ofcom can not supervise the echolink thru pc alone anyhow since they have no way of policing this (thank god!)way of operation. And this will be a free operation ,since talk talk doesnot charge for broadband.
