In Norway, at least one "fylkeskommune", that's the second level of administration units in Norway, is activly engaged in OpenOffice, administrating the discussion web-site for norwegians. Being the fylke third most north, long ditanses, relativeley few inhabitants, this fylke has no problems doing this officially, for the sake of economy & effiency.
