I am never a big fan of populist knee-jerk regulation, it usually misses the point entirely and ends up hurting the innocent and making no difference to the guilty. This might actually be a good idea though. Many in the UK assume that every ISP has a decent Acceptable Use Policy that is policed and enforced. This is of course not true .. even within the UK!

If what is actually being proposed here, is a global AUP with teeth, it won't solve the problem, but it will help a great deal. If when ISPs don't obey the global AUP, they face grave consequences to their businesses, they might think twice about harbouring spammers.
