God I hate the media, you are locusts, what benifit do you bring to society with a headline like the following, why don't you get a real job! Forced??;

"Computer academics have FORCED the government into agreeing to an independent review of the NHS IT upgrade"

The word that you are looking for in this statement is 'Could';

There was agreement that a constructive and pragmatic independent review of the programme could be valuable," said NHS Connecting For Health in a statement.

Together with Computer Weekly you have lowered your standards, sad!!

When all is said, if Microsoft produce the best product people will buy it and thats a good thing. If people have to buy their product because no one else can produce an alternative, only because interoperability protocols are kept secret, then thats a bad thing.
