That would be a good way for the Government to get more email and Web usage data from people. If the ISP's can't record it all, make their employers supply it 'for tax reasons'.
Next will be to make sure it's available for the Police to access as part of the 'Anti Terror' laws.
Phone calls, emails, Web surfing. What next, weekly shopping list...?

There will be further activation issues to watch out for as Microsoft plans to offer a similar service to independent software vendors whereby they can "control" licensing through activation and other measures similar to the Software Protection Platform.
