Yes, the EU is right in this case. ICANN should become a real representation of the world population and not just an American one. It's beyond words that a globe spanning needed organization is determined by the mentality of a single nation. Hardly democratic, or even mutual cooperative, in any case.
A possible, less attractive but perhaps needed anyway, alternative is that each country/union will have there own version of ICANN for their region in the world yet will have common formats to forward intercommunciations betweens each others regions correctly.
And should things boil down to it, the US represents only 7% of the world population so there's no long term need for the rest of the world to 'do as you are told'.
In short: it seems to be up to the EU to determine if the world will have a regional or globally governed Internet core structure but in any case, the US (or anyone else) should not be the sole veto party as to what is or isn't allowed globally in specific regions Internet wise.
