What about the statistics threat? Meaning playing the number game with most likely hits detectors targeting mass volumes. Thus leaving those victimized by undetected rootkits and tailor made intrusions with a false sense of security and no "market demand" whatsoever to do something against it. And, judging from the amount of spam still received worldwide, no real dent in the volume of spammer botnets.
Basically: cleaning up afterwards (even if 100% successful) ain't half as good as preventing a mess in the first place.
