Given the lack of success MS has had to date in derailing the ODF efforts by various governments, the delay is probably so they can lash up a half-working ODF plugin so they don't get utterly closed out of that market.
Then claim the sorry performance is because of the weakness of the standard vs. their coders' incompetence.
