One minor nit to pick with the (otherwise) good article.
Why do you mention StarOffice in an article that was otherwise about the deployment of Free/Open Source Software by government?
If Bristol were deploying OpenOffice.org, then it would be an Open Source project, but StarOffice(TM) is a proprietary product of Sun Microsystems, Inc.
You might as well have mentioned a governemnt project where they were deploying Oracle on AIX, say.
