Coulld it be that the real reason behind this is VoIP? I have been using a software phone on my laptop for some time, so people can reach me on my landline (VoIP) number wherever I have internet access. I can buy a top up sim card in any country I travel to and forward incoming calls to my mobile thus avoiding any roaming charges. So with a wider use of VoIP and more free or low cost hot spots raming charges will be a thing of the past.
