Open Source is not about organizational cost

Open Source is not about reducing cost of any specific organization. It is about social cost.

In the utopia that every software is open source, we do not "reinvent the wheel" by coding something others have done. We simply modify others' software or build upon them to have our own customizations. Cost reduction is only a side effect.

This is nothing technical or political. Then technical claimed that it is impossible to happen and politicians jump in and said this will inhibit innovation. (... you know I can insert a book of text here why they are wrong ...) It is not open source people who want to make it too technical or political. It is the reverse.
